Project Milestones

Sarasota County's efforts to develop an efficient, regional wastewater treatment system date back to an analysis in the late 1960s on consolidating existing wastewater treatment franchises.

Today, a program is under way to abandon septic systems and connect approximately 14,000 homes and businesses to central sewer in the Phillippi Creek basin.

  • These parcels represent approximately three million gallons a day of wastewater flows.

Based on an extensive evaluation of collection system technologies, the county determined that vacuum sewer systems would be the most cost-effective alternative for the Phillippi Creek area, where the average residential lot size is less than one-half acre.

  • Most of the area will be connected to vacuum sewer systems.
  • Remaining parcels will use low pressure or gravity sewer collection systems.

Design and construction will be performed in eight phases.

The cost for the initial implementation phases of the Phillippi Creek Septic System Replacement Program was estimated at $121 million in 2003. This estimate includes the construction of the collection systems, associated pumping stations, required transmission facilities, program management, engineering and the early hook-up incentive.

  • Funding is provided by the local one-cent sales tax (infrastructure surtax); federal and state grants, customer rates, fees and assessments.

2006 -  Area N design contract presented to Board of County Commissioners in June 2006.

2006 -  Area C design complete. Construction contract to be bid late 2006.

2006 -  Area K construction contract awarded in late fall.

2006 -   Area F construction complete.

2005 -  Area K design complete.

2003 - Construction is completed in Area E.

2003 - Board of County Commissioners adopts non ad valorem assessment for Phillippi Creek Sewerage District.

2002 - Customers in first phase of the Phillippi Creek Septic System Replacement Program begin connecting to the central sewer system.

2001 - Notice-to-Proceed is given to contractors to begin first phase of construction.

2000 - Plan is completed for Phillippi Creek Septic System Replacement Program. Board of County Commissioners adopts Ordinance No. 2000-079 requiring connection to an available central sewer system within 365 days of written notice that service is available to the property.

1997 - Board of County Commissioners agrees that septic systems are one of the factors contributing to pollution in Phillippi Creek and directs staff to initiate a program to replace septic systems in the area.

1995 - Comprehensive Conservation and Management Plan for Sarasota Bay is adopted, calling for Sarasota County to provide centralized wastewater treatment with reuse of reclaimed water in priority areas in north Sarasota County.

1994 - Preliminary engineering report addresses the need for replacing septic systems with a central wastewater system in the urban, unincorporated areas of Sarasota County.

1993 - Sarasota County Board of County Commissioners formally adopts the Franchise, Acquisition and Consolidation Plan for county-wide wastewater collection and treatment.

1988 - Sarasota County acquires first private wastewater treatment facilities.

1977 - 201 Facilities Plan is prepared as part of the federally mandated Federal Water Pollution Control Act.

1970 - Recommendations are made for developing a centralized wastewater system that could serve both north Sarasota County and the city of Sarasota.

1967 - County analyzes feasibility of consolidating existing wastewater treatment franchises.
